When they gave rights back to the white, blacks were again segregated because they were iliterate and the whites could over vote them.
It was not the fourteenth amendment that specifically gave blacks voting rights. It is the 15th. The 14th gave citizenship and citizenship rights.

I am not sure what you are asking. Voting rights are given in the constitution and the states have made laws to restrict some voting rights, but the federal government is suppose to protect voting rights.
