The main Allied countermeasure was to sail in convoys, with naval ships guarding and shepherding the often slow-moving cargo ships. Eventually, improvement in U-boat detection, and the use of aircraft carriers and long range aeroplanes, allowed the naval ships to begin to actively hunt and often destroy some or disperse the U-boat wolf packs.

The RMS Lusitania was sunk off the Irish coast in May 1915. By that time the war had been going on for ten months. There were 128 Americans among the 1500 killed, and outrage over this in American was a factor in America's eventual declaration of war against Germany and the Central Powers. But that declaration of war did not come for another two years.

There was no specific incident unless you consider Germany declaring war on the USA first the incident. Tensions had built for years. Bluntly, the USA was much more antagonistic towards Germany than Germany towards the USA. There is the infamous 'peacetime' sinking of a German Uboat by a USA destroyer and the subsequent machine gunning of helpless survivors in the water - an incident, had it been reversed, would probably have intiated war. Of course there was also the arming and supplying of all of Germany's enemies during time of war - the so called 'lend lease' program. LL was sold the USA public as like lending a hose to a neighbor who's house is on fire but in reality it was an enourmous give away of tax payer money to Britain and Russia. President Roosevelt was trying to get the USA involved in the European war against Germany but had been unable to rouse American public support for his endeavor. Germany finished the debate by declaring war obstensibly to help Japan after Pearl Harbor.

The US came in after repeated sinkings of civilian ships, including the Lusitania, and the discovery that the Germans were attempting to bring Mexico into the war on their side.

Yes, i think the Germans did have the right to torpedo the Lusitania. Only because they thought the Lusitania was carrying arms to help the British. Yet they were right. It is terrible that 128 Americans and lots of british were on this ship, and were killed when they mostly didnt know the arms were even on the boat. the Germans took their chances by doing this, but it was for their country!
