At first it was to make deals and treaties with them, but they kept breaking those deals, and eventually they just wanted to move them to specific lands, away from where other settlers wanted to go so that their original lush and rich lands could be given to colonists.

It was the official policy of the government that a "good Indian was a dead one" and they did everything possible to make sure it was true. Union troops would raid a unprotected village in the early morning hours and kill men, women, and children. Diseased blankets were sold or given to tribes. Thousands of buffalo were slaughtered from trains to kill off the food source of the plains tribes. Children were taken from their families and forced into government schools. There they were not allowed to speak their native language, dress in native dress, practice native culture, and the boys hair was cut. The cutting of the hair, to the boys, meant that a parent had died. With the Indian Removal Act native land was taken and reservations were made for the tribes. On the reservation they were starved and lived in substandard housing. Reservation agents often sold food supplies given to the reservation for profit. Events like the Trail of Tears and the massacre at Rosebud took place. Until the recent policy of allowing casinos on reservations because it is considered federal land the policy toward the Native Americans has been one of discrimination and neglect.
