In 2006, the research team reported that 46-51% of American adults were below the threshold of functional literacy. The 99% literacy rate for America is not credible, and probably derives from a CIA publication that cited Census Bureau data. In 1970, Lawrence A. Cremin, a professor at Columbia University, reported that the probable literacy rate for white adult males in Colonial America was 70-100%.
