It is partially a matter of opinion, but there were two very good machine guns used in World War 2.
The German FG42 is widely accepted as the best machine gun in WWII.
The Thompson or Tommy gun was liked as well.
Probably the best was the US designed Thompson submachine gun, which was in production too late to see service. It was the Model 1918, and its designer intended it as a "trench broom". The Thompson is generally thought to be the first submachine gun. There were automatic rifles, which fire on full auto like a machine gun. Probably the best of these was the US made Browning Automatic Rifle, another Model 1918, inspired by the war but in production too late to see extensive use. The very worst was the French Chauchat, with which American troops were equipped, and which got many of them killed when it malfunctioned.

The British Vickers machine gun was a slightly smaller caliber 7.7mm as opposed to 8mm, but the Vickers machine gun was 23 kg as opposed to 26 kg. The MG08 was more reliable but the Vickers was more accurate. The MG08 and the Vickers machine gun had the same rate of fire, but Germany assigned four or five machine gunners for each section, while Britain and the commonwealth supplied two.
As for the US, the Browning m1917 fell short of both in accuracy, reliability, and could easily break in the field, anyways the US weren't involved most of the war, so it doesn't matter!
"Best" is a bit subjective. The Uzi and MP5 have been among the most successful designs, while the Thompson has been among the most notorious. New designs such as the Kriss .45 show potential, but have yet to prove their worth in an operational capacity. Then there's the new generation of weapons which fit somewhere between submachineguns and carbines, the most well-known of which would be the FN P-90.

In my opinion, the best sub-machine gun is the UZI. Developed by Israel after WWII, it was made to use the extra ammo from the German sub-machine gun MP40. It uses 9mm pistol rounds.
