Actually, there were probably more than three. The public schools in the USA were established to provide a basic education that was free and available to anyone, no matter what their social status, religion, or race. This was actually a revolutionary notion, since in many countries, only the wealthy had such access: upper-class children were privately tutored or attended academies, while the poor remained illiterate. So, while the public schools were supposed to teach children to read, write, and do basic math, they were also established to make sure that anyone who wanted to learn would have the opportunity to do so.
