The militia.

The militia still exists; it is defined in Title 10 of the US Code, Section 311 as being all able-bodied males from age 17 to 45 and female members of the National Guard, or any veteran, or any citizen eligible to enlist in the military.

"A MILITIA, when properly formed, are in fact the people themselves...and include all men capable of bearing arms". (Richard Henry Lee, additional letters from the Federal Farmer. 1788 at 169).
