I think part of the answer is that the United States had some countries sign an agreement to not make, use,or even test old atomic bombs.

∙ 16y agoThe compromise was if Japan wanted to fight more, then Truman was going to drop the bomb and if they surrended, then the bomb wouldn't needed to be dropped.
