That president Roosevelt and other senior government officials knew the attack would happen, and would use it as an excuse to enter WWII. There is no shred of hard evidence saying this, just a lot of second or third hand stories. While the Americans had broken a Japanese diplomatic code, information on the attack was not sent in this code. All the Japanese would have had to do to short-circuit such a scheme, is *not* attack Pearl Harbor. Since they did, and it is inconceivable that the attack would not lead to war, what would such a conspiracy accomplish? The same thing that would have happened anyway!
