Apollo 9 only orbited Earth. It did not go to the moon. It was used to do some tests including a space walk to test the space suits, and trying to connect the command module and lunar module together in space.
Apollo 11 destination was to land on the moon, and to return safely to earth.

Apollo 13 was originally intended to land on the moon at the Fra Mauro landing site. However, due to an oxygen tank explosion, the mission had to be aborted and the crew did not land on the moon. They were returned safely to Earth after overcoming numerous obstacles.

Apollo 7, Apollo 9, and Apollo 10 did not land on the moon. Apollo 7 was the first crewed mission in the program, testing the spacecraft in Earth orbit. Apollo 9 tested lunar module systems in Earth orbit. Apollo 10 performed a dress rehearsal for the moon landing, orbiting the moon but not landing.

Apollo 11 was preceded by Apollo 9 which tested the combined Apollo Command/Service Module and the Lunar Module in Earth Orbit, and Apollo 10 which was the Dress Rehearsal for Apollo 11 taking the Lunar Module most of the way to the Moons surface but not landing.
