The earliest programmable electronic digital computers (Colossus & ENIAC) were programmed by rewiring them with plugable cables and wires, and setting large numbers of switches by hand. It was a very tedious, time consuming, and highly error prone process. It was always done by women, as it was considered just a clerical task and a waste of the male mathematician's time.
It has to be programmed at a dealer or a locksmith with special computers. There is no other way that I know of to program it.

Not really. Computers cannot really think. They do their decision making based on the way they have been programmed. If their programming does not cover the situation it encounters, it doesn't know what to do. So it will either do nothing or it may crash.
