There were many effects attributed by the emancipation proclamation. Slaves were turned out, by their masters like cattle or hogs. The happiness of newly emancipated slaves was short lived. They soon faced the reality that they were uneducated and had no idea how to independently support themselves and their familes. Many reluctantly had to submit to returning to cruel slaveholders for the provision of food and shelter. It wasn't long before the South created a new form of slavery "sharecropping". Freedmen were forced to accept minimal wages to support themselves and their families. A new terror for blacks in the South, was the KKK and the Night Riders. These new formed organizations used violence to deter newly freed blacks from voting, having a social standing in the community, education and religion. The freedmen who began to prosper independently with acquired land and property were run off their own homesteads and threatened with death for returning.
The Proclamation gave the Union the moral high ground and blocking England and France from recognizing the Confederate States as a legitimate nation, preventing their intervention on its behalf, as well as freeing the slaves in all of the states that were currently in rebellion.
Help some of the states end with slavery and also it took away slavery forever.

The emancipation of a minor by notarial act, i.e., a written document that is a type of emancipation that takes place by the declaration to that effect of the father, the mother, or both, before a notary public in the presence of two witnesses. Louisianna is the only state I know that has this, see La. C.C. Article 366.
There is no relationship between the two other than they use the word emancipation. The Emancipation Proclaimation deals with slavery. Emancipation of Minors deals with children.
