The Commonwealth of Nations was formed as the British Commonwealth be passage of the Statute of Westminster in 1931. This statute recognized the independence of regions formerly styled as British Dominions. Several countries joined the new organization at the same time. These were:

Canada
Ireland
Newfoundland
Although Dominions at the time the statute was passed, Australia and New Zealand did not adopt the Statue until the 1940s.
It's a Commonwealth country because it was once part of the British Empire.

Guyana is a member of the Commonwealth of Nations (since 1966) and is a country in South America.

The Commonwealth Games is a sporting event that is open to athletes from countries that belong to the 'Commonwealth of Nations', an association of 53 countries. The United States does not belong to the Commonwealth of Nations.
Tuvalu first took part in the Commonwealth Games in 1998 in Kuala Lumpur.
A country can compete in the Commonwealth Games if it is a member of the Commonwealth of Nations and thus of the Commonwealth Games Federation. A few members were never part of the British Empire.
