This is not a question with a simple answer! From the early 20th century, four-stringed fretted bass instruments were being made, primarily in the USA, as a result of the craze for string bands, mandolin and banjo orchestras and of course the fledgeling recording industry. It is known that Gibson produced a very small number of guitar-shaped electric upright fretted basses in the 1930s, and one Paul Tutmarc marketed a short-scale (30" scale length) electric bass guitar in the early 1940s, probably the first designed to be played horizontally, but with no commercial success. A decade later, Leo Fender arrived at a similar idea, but this time with a 34" scale length, exactly between those of a guitar and a double-bass. The Fender Precision Bass was born fully-formed in 1951 and was an instant success.
The electric bass guitar in its modern form was invented by the American, Leo Fender, although a short-scale (30") solid-body electric bass guitar was invented and marketed by Paul Tutmarc, another American as early as 1937. Fender's 1951 instrument used a newly-designed double-cutaway body and a longer 34" scale length, both of which are still used today by Fender and other manufacturers.
