It was founded in 1890 as a result of the second Morrill Land Grant Act, which mandated that Southern US border states develop state colleges for black citizens. The college was officially approved by the Georgia General Assembly the following year, and was originally called the Georgia State Industrial College for Coloured Youths. It expanded to become Savannah State University in 1947. So it had no single founder, it was created by Georgia's General Assembly. Richard R.Wright Snr. was it's first President.
Purdue University - there are other public universities in Indiana but Purdue is the only land-grant.
The first federal grant program was established so that states can establish land-grant colleges. This was included in the Morrill Land-Grant Acts.
When the University of Georgia was incorporated by an act of the General Assembly on January 27, 1785, Georgia became the first state to charter a state-supported university. In 1784 the General Assembly had set aside 40,000 acres of land to endow a college or seminary of learning.
