Oddly enough, North Carolina was the last state to secede from the Union on May 20, 1861. South Carolina was the first to leave five months earlier on December 20, 1860.
Not without permission from the North Korean governemnt, and this is very rarely given.

I would say that the first Confederate state is South Carolina because it was the first state to leave the Union(secede).
A villain can leave the state if they arent on house arrest or on the police's most wanted watch list. If you are on parole or probation, you have to check with your parole/probation officer first, before you leave the state, to get permission.
