Ancient Greece was in fact composed of numerous smaller and larger city-states, each of which was diversely governed and many of which were arranged into alliances of one sort or another. Generally speaking, these city-states were governed by dictators (individual kings with absolute power), by small "elite" leadership-groups (with, for example, military and/or economic prowess), or by democratic principles, such as in Athens during its Classical period.
