In Jesus day, the Scribes were viewed as the Teachers of the Law. Initially the responsibility of the priests, the need was great because every Jew was to have knowledge of the Law, it was to be studied.
By Jesus arrival, this group came to be known as "scribes" and they were associated with the Pharisees.

(Luke 5:17) 17 On one of those days while he was teaching, Pharisees and teachers of the Law who had come out of every village of Galʹi·lee and Ju·deʹa and from Jerusalem were sitting there; and Jehovah's power was with him to do healing.
(Luke 11:45) 45 In reply one of those versed in the Law said to him: "Teacher, in saying these things, you insult us also."
(Mark 2:16) 16 But when the scribes of the Pharisees saw that he was eating with the sinners and tax collectors, they began saying to his disciples: "Does he eat with tax collectors and sinners?"
(Luke 5:30) 30 At this the Pharisees and their scribes began murmuring to his disciples, saying: "Why do you eat and drink with tax collectors and sinners?"
(Acts 23:9) 9 So a great uproar broke out, and some of the scribes of the party of the Pharisees rose and began arguing fiercely, saying: "We find nothing wrong in this man, but if a spirit or an angel spoke to him-."
