Vedas were the religious lore of Aryans, who were immigrants to India. They are different from main-line Hinduism. The chief God in Vedas is Indra. The major Gods in Hinduism are Shiva, Rama, Krishna, etc., and the Mother Goddess, Durga. After the assimilation of Aryans in Hinduism, Vishnu, a lesser God of Vedas assumed a high position incorporating many earlier Hindu Gods as his avataras (Parashuram, Rama, and Krishna). The Aryan Rudra was assimilated in Shiva. Prajapati or Brahmanaspati of the Aryans became Brahma. Indra was relegated to a lesser position. So now the major Gods of hindus are Brahma, Vishnu, and Shiva; along with Mother Goddess, Durga.
I think they had scripture early on during the time the emperor was both religious and political leader than a shogun. but the shoguns just incorporated Buddhism for happy occasion like weddings, births, summer holyday, and Shinto was just solemn to shrines for other things. the general rules about Shinto is belief in a certain pantheon and that the emperors' line in the direct bloodline of the goddess Amaterasu. Since the emperor would be the most accessable "god" on hand, he had ultimate control. and some particular holysites, shrines, and like great epic battles.
