No one really stayed neutral. Many border states wanted to stay out of it because they were caught in the middle, but it wasn't a case of refusing to participate, because as border states, the war was being fought on their land. Even Kentucky, who issued a Declaration of Neutrality, had to choose sides when the confederacy invaded their state. Maryland also wanted to stay Neutral, but was unable to. Virginia got ripped apart (thus West Virginia) by the same conflict. 4 border states chose not to secede: Delaware, Kentucky, Maryland, and Missouri.
