There is no 'boiler plate' figure for apartment rental rates for any given year. Rents are based upon region, amenities, square footage, one store or two story, number of bedrooms, etc etc etc. Need more specific information in order to present an informed answer.

You could get housing benefit if you have a low income and receive other benefits and live in the UK. How much you get depends on how much money you pay for your rent.

I'm not sure about Connecticut law, but I don't know of a state that has a limit on how much the rent can be raised. The landlord has to give proper notice - which would be one full rental period - so the tenant has time to leave if they don't want to pay the new rent. But, once they've done that, they can raise the rent as much as they want.
