With Russia eliminated, the race was strictly between Germany and Britain. Or...had not Russia lost it's battleships in the war with Japan; Germany & Russia could have teamed up with their Dreadnaughts and defeated Britain's fleets.

WWI was closer to it than WW2. The R-J War removed Russia from the naval arms race in Europe allowing Germany to race ahead with only the UK as an opponent. All strategic & tactical planning could and did proceed without worrying about interference from Russia.
