Electoral votes are determined by the total number of congressmen and senators from that state. The numbers of Congressmen are determined by population, while the number of senators is always 2, regardless of population size. California has 55 Electoral votes because a whole bunch of people live there (53 districts worth), and there are 2 senators. New Jersey has less people living there than in California, so it has fewer districts, thus fewer congressmen, thus fewer electoral votes. Population density doesn't matter, only total population, which favors larger states like California and Texas over smaller states like New Jersey which probably has a greater amount of people per square-mile than Texas, but a lower total population.

The Great Compromise.Mixed the New Jersey and the Virginia Plan. From the New Jersey Plan it was determined the number of senators for each state (2) and all states would be equal. The House of Reps was determined from the Virginia Plan, where the number of reps is determined by the states population, making the bigger states more powerful.
