In the beginning of the Civil War or the War Between the States, the primary issue was about states rights. The southern states did not want the northern states telling them that they could not keep and own slaves. The south felt that the Federal govenment had no right to tell them what to do. Freeing the slaves did not really become the primary issue or objective until later when President Lincoln felt that the Northern states were beginning to tire of war and they needed a bigger incentive to keep fighting.
