The "ancien regime" (old regime) refers to the French Monarchy, and ends officially on July 14, 1789, which marks the beginning of the historical period of the French Revolution.
Even though French kings returned briefly in power in the first half of the 19th century, this is the "Restoration" period and not the "Ancien Regime" any more.
When someone refers to the "old regime", they are usually refering to the form or type of government that a nation had before a new one was established. The connotation of "regime" is that it was dictatorial, and in need of replacement, and usually the change was by revolution.
