If you mean the Presidential election of 1800 , Jefferson and Burr tied in electoral votes because they were running mates and every elector got two votes, so all the Jefferson/Burr supporters voted for both Jefferson and Burr causing a tie. (Somebody should have 'wasted" one of Burr votes, but nobody did.) Due to the tie, the decision went to the House of Representatives. One would have expected Burr to resign, but he saw his chance to be president and the anti-Jefferson people saw their chance to make a deal., so there was a lot of politicking before the House finally made Jefferson the President. (The Constitution was soon changed to separate the voting for President and vice-president .)
