It depends on which country. All present wanted to end World War I. France wanted revenge for the German attacked and the territory of Alsace-Lorraine back. Britain wanted to limit the German navy to protect its trading industry and navy. America wanted peace and to get out of Europe's problems. Germany wanted to maintain its nation and honor. Russia didn't even get a say and was not allowed to join the negotiations.

Also another point was that he wanted to strengthen democracy, in all the countries but especially in the defeated nation (Germany) so that its people would not let its leaders cause another war. People thought that Wilson did not want to punish Germany but he really did, but not that harshly so Germany would not be able to trade and come to its feet's again. So those were the four things that Wilson wanted to achieve in the peace conference.
