Yes, there was an enormous amount of looting, on both theatres of the Second World War, and, in the case of the European Theatre, from both sides.
The Nazis, and Nazi proxies, looted a humongous amount of art from its rightful owners. Approximately 20% of all Western Art was looted by Nazis and their proxies, and close to 100 000 items still remain not returned to their rightful owners.

On the Pacific Theatre, the alleged loot is a more controversial topic. Known as Yamashita's gold (and looted by the Japanese from various South-East Asian countries), there is claims that it both does and doesn't exist. The debate is ongoing even to date.
Finally, the final looting is not of artifacts or wealth, but rather of knowledge. I am referring to the Soviet and American effort to capture German scientists, who then developed atomic bombs for both sides respectively. This was a looting of knowledge as efficient as the Nazi looting of art, and probably had a more profound effect on history than did the Nazi or alleged Japanese lootings.
So, in conclusion, yes, there was a large amount of looting in World War Two. The Second Great War seemed to have been more epic in almost every aspect compared to previous wars, and looting is clearly no exception.
Death was the penalty for looting during the 2nd world war in the UK, however it was never used.
