Before you touch the wall of the building it is the same temperature as the surrounding air, but the wall conducts (transfers) heat well, so heat leaves the wall into your body any makes that section of the wall you're touching slightly colder than, say, a piece of cloth in the building because it conducts heat less than the wall.
