A massive National debt forced him to call the meeting, but they could not reach an agreement on the rules of order and the Third Estate refused to abide by the voting rules of the Ancient Regieme.

He begged the King to take a stand, but Louis XVI hesitated. La Fayette was the one that advised Louis XVI to call for the Estates General. Eventually, Louis XVI took this advice, but since it took him so long to make up his mind about it, the whole country had already formed their own opinions.
