Mexican President Venustiano Carranza ordered a discrete assessment to find out if the plan was feasible to implement; it wasn't due to the economic and political situation at the time (i.e: the United States was the only country with a sizable arms industry in the Americas, and the sea lanes were closed at the time so Germany couldn't provide any troops, arms or equipment).
Before President Carranza would respond, the Zimmerman telegram was intercepted and its contents published in the American media, prompting president Wilson to declare war on Germany on April 6, 1917. President Carranza formally declined the proposal on April 18, 1917.
1) The British found a letter written by Germany that tried to get Mexico to declare war on the USA, and 2) Germany said they were going to resume unrestricted submarine warfare and sink any ships (civilian or military) sailing between the USA and England. These two actions finally provoked President Wilson to ask the Congress to declare War on Germany.
