If by Jerusalem wall you mean the wall surrounding the Old City of Jerusalem - built in ancient times - it was built because in those times, many cities were walled in order to keep order in and enemies out.

If by Jerusalem wall you mean the newer wall which surrounds the West Bank, which is still being built, that was started to be able to easily control and monitor who comes in or out of the territory so the Israeli army can keep terrorists out of Israel.

In the days of archers and armored knights, high stone walls can prevent invaders from attacking your town. This worked well, right up until the advent of gunpowder and cannons.

Cannons and artillery required the development of new kinds of fortifications, which came about starting in about 1500. The "star forts" included their own artillery, and allowed for 100% field of fire; there was noplace near the walls that wasn't in direct line of sight from a defender on one of the star points.

I think it wasn’t used as a defense mechanism to protect city-state from being attacked. - to protect inhabitants of the city-state from attack.
