NASA won't be sending astronauts to the moon before 2020. That is of course if the Ares-1 and Ares-V rocket are ready. As of now, NASA has only tested part of the Ares-1 rocket and the Ares-V rocket is still in the design stages of development. Other complications, the Augustine Commission, reporting that a return mission to the moon would yield little science data if not any.
The purpose of this spacecraft was to carry a lunar module to the moon and engage it in lunar orbit.
The largest Rocket ever built is called the Saturn V rocket and was used to send man to the moon from 1969 to 1972. Built by German engineer Whener Von Braun, the rocket measures 110,6 meters tall. Incomparison to the space shuttle, the shuttle with its external tank and solid rocket boosters attached measure only 56 meters tall. However NASA does have plans to create a new rocket, the Ares V which may be a couple of meters taller then the Saturn V rocket. The rocket is still in the conceptual stage, but may be used as a heavy weight launch vehicle in the near future.

Its purpose was to launch spacecraft. It was designed to launch spacecraft. There the design suited the purpose. (as an aside, it actually did lauch spacecraft :)).
The blueprints of the Saturn V rocket where lost in part, and the contractors closed, changed business, or aren't available to redo the same parts. The "Apollo" spacecraft will be replaced by the "Orion" spacecraft, and it wil use Ares as the rocket, instead of the Saturn from the 1960's.
