It's a different Nehemiah mention in Ch. 3 Verse 16, apparently he's the ruler of the half part of Bethzur which Nehemiah (the writer of the book) is not. So just a different Nehemiah.
Purpose is the reason for which something is done or created. It gives direction and meaning to our actions, guiding us towards our goals and fulfilling our desires and values. Finding and living in alignment with our purpose can bring fulfillment and satisfaction to our lives.

There ae two ways that I see, in which Nehemiah shows strength in chapter one. The first one is that he prayed and fasted to the Lord. The second way in which he showed strength (or power if that is what is meant), is that his position as cupbearer for the king was a position of honor in the Persian court. With this position, also came much influence and for that reason, Nehemiah's prayer received a positive response which lead to his exercising authority in the province of Judah.
Nehemiah is traditionally believed to be the author of the Bible book that bears his name, the Book of Nehemiah. It records his efforts to rebuild the walls of Jerusalem after the Babylonian exile.
