The big problem about running a country free from Capitalism is that the people who would get rich under a Capitalist system are going to leave. As these include the most talented people, their departure will instantly impoverish the mother country. So you have to make laws to keep them in. If, however, there is an easy way to evade the laws and get out of the country, they will do so.
