They did not plan for the war. The bulk of Americans were isolationists and did not want the Congress or the President to involve them in the European war. They were caught unaware and not in a state of military readiness when Japan attacked the USN Pacific Fleet. They had to scramble to get troops together, rebuild ships, build new ships and planes and to plan battles. They had to abandon thousands of military personnel in the Philippines and most of them died due to the torture of the Japanese.
