They had never liked Britain, and wanted to get some pay back after their defeat in the French and Indian War, also called The Seven Years War, which was between France, The Colonies, Britain, and the Native Americans (Also called Indians because when Columbo landed in America, he thought that he was in the West Indies.)
Congress wanted France to declare war on Britain. France wanted help, and america needed it. Before they did help America, they made America prove they could win.
