Isaiah was a prophet who lived in the Kingdom of Judah during the 8th century BCE. He prophesied during the reigns of several kings, including Uzziah, Jotham, Ahaz, and Hezekiah.
Isaiah chhapter 29 was written by the second author, now known as Second Isaiah, and refers to the destruction of Jerusalem.
The Torah will go forth from Jerusalem, and there will be no more wars (Micah ch.4).
