Women had powder compacts that contained powder that matched their skin color. The lipstick, eyeliner, mascara, blush, foundation, and eye shadows were basically the same as we have today. The women were able to buy some cosmetics and they made it last a long time during WW2. Some would only put it on for Sunday Church Services or if they worked in a professional job. The gals who worked at the war manufacturing places would avoid it because it was more of a hassle at the plant than it was a benefit.
The make up on the Hollywood movies was much heavier than what the average woman wore so their faces would show up well on the movie screen.
The GIs used camouflage makeup provided by the military. That "face paint" came from the famous cosmetic industries of the time. Some of the GIs even claimed they would use their shoe polish but paid a price for doing it!
