depends on the car. Put a wrench on it and turn both ways till you see some movement. You can't really break anything but it shouldn't be difficult to turn at all even with the tension from the belt.
I would think if the belt runs on top of the pulley it would turn CCW and if it runs below the buttom probably clockwise would release the tension.

you must have a pulley that has a bad bearing i would take and spin each pulley with the belt off and see what one dose not spin freely and replace

Physically it will fit, but the engine will not bolt up.
if you are looking at the alt. the pulley below and to the left is the pensioner pulley get a i think 5/8 wrench turn clockwise. it will be alot less difficult if there are to people. some one pull the other slips on the belt.... if this dose not make tight you may need to replace pulley

belt is stretched dose not take much to stretch only rubber and metal also remember the pulley that takes up the tension is not on center the hole thats in the pulley is eccentric -off center ..you must set it so its up the pulley so it holds the belt tighter hope you understand i took my belt off 6 times all ok remember the tension pulley is eccentric not on center............
What do you call "complete"? Did you remove the seats from the vehicle and the carpet? What dose it smell like? Dose it smell when the heater is on? you will need to ask a complete question to get a complete answer.
