Without a society to prey on, criminals would have little to do. When the majority of each society endeavors to make a living, take care of their families, and try to improve their own lives and the community around them, there is always a percentage of that society that attempts to take what they can from the majority. Society has always had to endeavor to protect themselves from these predators and has set up criminal justice systems to help remove predators from society, either temporarily or permanently.
