The Founding Fathers who found shortcomings in the Articles of Confederation were typically known as Federalists. The most significant shortcoming, from their point of view, was the weakness of the national government, which they believed did not have the power or authority to deal with the nation's problems. Another example of a shortcoming was the lack of a national currency.

The Articles of Confederation needed to be changed because they weren't working well for the new nation and they had a lot of new things they needed to add on to it, so the Founders decided to abolish the Articles and create a whole new constitution.
There was almost no ability to do anything with out the majority of the states consent. America under the Articles of Confederation was more or less what the European Union was. The Constitution changed America from a group of 13 nations to a more united nation.
