Defeat all enemy generals. Do not allow enemy generals to retreat and return to the battlefield for more than 4 times on Expert mode. Avoid the Liu Bei killing innocent soldiers cutscene by not killing enemy soldiers. All in under 10 minutes. Learned Shu Ruler message. If enemy generals retreat and return to the battlefield for more than 4 times, the weapon will not unlock. The most enemy soldiers you can kill before the cutscene is triggered I've noticed seems to be somewhere between 15 to 18. So kill less than that. I suggest not equipping the wind scroll. I found I was able to avoid enemy soldiers better without the added attack radius. Overall, other than the not killing enemy soldiers part, this weapon wasn't too difficult to unlock. Just defeating the 5 enemy generals alone would give you 100 points, guaranteeing an "S" rank, so there's no need to worry about that.
