It will depend on the game system used for the LARP. In some systems mages may be limited to only a dagger or no weapon at all but in others there may be no limit on the type of weapons that a mage can use.
Where you purchase larp swords will depend on the rules of the game you are playing. Some larps have very specific rules about sword construction for weapons to be used in-game, so you need to be sure that whatever larping weapons you purchase meet those criteria or you will not be able to use them. To find shops that sell larping weapons, you can simply search for "larp" & "weapons" or "swords".

the mages guild halls usually have someone who can recharge your weapons. but it can be expensive. you can also find varla stones in Ayleid ruins that will recharge all the enchanted weapons in your inventory.

You can either pay somebody in The Mages Guild to recharge it for you (there is one person in each town that will do it), or use soul gems.
Larp stands for "live-action-roleplay" and it is done by creating a character, getting a costume and approved weapons for the game rules and then interact with other people as your character. LARPs have a rules system which determines the kinds of skills a character can have and what physical representations for armor or weapons have to be made like in order to be used in the game. They will also have a made up world in which the story that the character are involved in takes place. The people who run the LARP will inform players as to the type of situation their characters are involved in and then the players react as their characters would. Some LARPs do not allow actual combat while others do, it depends on the type of system and the genre of the game.
