W3 Schools (w3schools.com) is a great site. They have extensive information and tutorials for many scripting languages. Codecademy (codecademy.com) is another great site which is based more on learning through experience rather than including information in encyclopedic form, though it focuses more on the programs essential to web programming, such as HTML, CSS, and JavaScript. Apparently Microsoft also has a website dedicated to scripting, at technet.microsoft.com, but I have never used their site.

Follow tutorials available online to get familiar with XAMPP, and then start building your PHP for logins/logouts, and set up a MySQL database for user data. From there, you should be knowledgeable enough to know what to do next (this whole thing will take a lot of reading and Googling, and you will collect information as you go).
