Some problems about conquering neighboring city states would be that the king or general would have to have an army protecting his home/the conquering place and an army in the city state that was conquered. Very few kings took this risk so they would take all the troops to protect his city state which resulted is looking what he just conquered. Oh well... Sacrifices need to be made!
