We are not told if the shepherds brought any presents to the Baby Jesus. Shepherds were poor people and if they had something to give it would have been left at home with their family. They were "working" with the flocks of sheep on that night and it was a very sudden happening that the angel came to them. They hurriedly went to Bethlehem and the only thing they gave the Baby Jesus was their worship. On the other hand the wise men from the east did bring presents to the new born King.

it started years ago when baby jesus got gifts from the 3 wise men
It is in remembrance of the birth of Jesus, as it occurred according to the bible. WHen Jesus was born, the three wise men approached and brought him gifts. Those gifts to baby Jesus from the three wise men has then mutated into the current tradition of Christmas presents.
Gifts are given at Christmas as a reminder of the gifts that were given to baby Jesus by the wise men.
AnswerThe story of the wise men bring presents, including frankincence, to Jesus makes a nice Christmas story for children. But a question, that seeks to establish factually just what form those presents took, must look at the facts more widely. Bishop Spong says that among the people he knows in New Testament circles, the universal assumption is that the magi (wise men) were not actual people. If the wise men were only a literary invention, then there was no frankincence.
