It is when Thomas Jefferson and James Madison drew up a set of resolutions. They argued that the Sedition and Alien Acts had gone beyond the Constitution by passing the law. Therefore states had to get rid of the law. Virginia and Kentucky were the only two states who adopted the resolutions.
