He made allot of bad decisions. Including his refusal to give America's people direct relief to the economic problems. He was also not very fond of making public works programs as Roosevelt did. Hoover raised the tariffs to try and end the foreign competition but instead this cause the other nations to also raise tariffs, this only worsened America's economy. By urging the large company owners to not drop the wages, the amount of employees soon dropped.

Hoover came into office at a bad time. The stock market crashed soon after he took office and the country was thrown into a great depression. He may not have acted quickly enough to improve the economy but in his day the government did not try to control the economy in the way it does now. After two years he had a hostile House and lacked a majority in the Senate so he could not do much.
