Upper and Lower Canada were having disputes, and that caused rebellions. Lord Durham was sent to find the reasons for these rebellions and Upper and Lower Canada. He came up with 2 main solutions:

  • Appoint responsible government to the colonies to ensure equality.
  • Combine Upper and Lower Canada to form one major Colony.

And so the Act of Union was written.
